In order to accelerate the construction of Wuhan Baishazhou Urban Industry Park, to introduce and encourage investors to invest in the park and to develop urban industry with low energy consume, high employee rate, non pollution and high benefit, it is decided to implement following preferential policies for enterprises located in the park, according to the principle of Municipal Government Document No. 1 (2004) and No. 85 (2004).
I. Encourage the Investment on Manufacture Projects
1. For the items with an investment above 50 million yuan (including 50 million yuan), and approved by Wuhan Modern Manufacture Base Coordination Office:
a. The items will enjoy the reduction of city infrastructure facility supporting fee to half, excluding the fee from land requisition;
b. For the items transferring the right of land using, it will enjoy the refund of 50% of the land transferring fee from district finance department, and will not need to pay the land using fee after acquiring the land using right;
c. For the items get the land in the form of leasing, will enjoy the full refund of leasing fee from the local finance department for the first two years, and will enjoy the 50% refund in following three years.
2. For items with an investment bellow 50 million yuan and entering the park in the method of plant leasing, will enjoy the assist of low rent fee:
a. For items leasing the factory from Land Reserve Center, the rent fee will be 6-8 yuan per square meter per month.
b. For items leasing the factory outside Land Reserve Center, and if their annual tax surpass 1 million yuan, the subsidy for the rent fee is 5 yuan per month in the first year and half in the second and third year.
II. For listed manufacturers.
The land transferring fee could be paid in phases. If the listed manufacture company gets the land using right from transferring, after approved by municipal government, the land transferring fee could be paid in phases in 3 years.
III. Simplifying the Land Using Approval
1. For land transferring items will not change the manufacture function of the land, will enjoy the direct registration.
2. For the items having paid the land transferring fee, the municipal level land resource management department will provide the land to investors directly and will sign the transferring contract with investors.
3. For the manufacture items in the park, according the land planning, could implement the site choosing and construction land approval in phases.
4. For items complying with the planning, will enjoy the Green Channel for approval, and will accomplish the approval procedure in 5 days.
IV. Encouraging the Merging of Manufacture Companies
1. For the merging and restructure items not changing the industry function of the land, the municipal finance, state asset, labour protection, commerce & industry, real estate department should give assistance.
2. If the land function will not be changed and the employees of the old company will be reallocated, the merging company could get the land using right through application according to the law.
3. For the items complying with the manufacture planning, the merging investors could apply to receive above 50% of the land transferring fee from financial department.
V. Encouraging the Export of the Enterprises in the Park
1. For normal export, the manufacture products will enjoy the priority in tax refund by tax department.
2. For the manufacture companies exporting above 1 million USD, will receive a reward of 0.03 yuan per 1 USD.
VI. The enterprises in the park
The enterprises in the park will enjoy the exemption of administrative fee, and will pay no other fees except 7 fees levied according to the national law. These fees include education fee, embankment fee, non staple food price fee, social insurance fee, culture development fee, local education development fee and handicapped employment fee.
VII. For approved renovation items of the high-tech enterprises and manufacture enterprises in the park
They will enjoy the priority in obtaining the loan and other investment support.
VIII. For the enterprises in the park
The enterprises in the park obtained the special fund support, every financial institutes and guarantee institutes should give the support and ensuring the guarantee volume for the enterprises in the park should account for 50% of its annual guarantee volume.
IX. The regulation will come into force on the date of promulgation; Wuhan Baishazhou Urban Industry Park Construction Headquarter will be responsible for the interpretation of the regulation.
