In order to take the advantage of Wuchang as the capital city of Hubei province and the advantage as the science research and education center, to develop headquarter economy, high-tech industry and modern service industry, and encourage domestic and foreign large sized companies to setup headquarters or branches in our district, and assist the development of high-tech enterprises and modern information consultant service sector, to promote the rapid economic growth, we formulated the methods.

I. Scope of Application

The method is adequate for those companies located in the key buildings designated by Wuchang district government, the companies are newly built or transferred from other district, and their tax are levied by district tax authority and the annual tax surpass 500,000 yuan and meet one of the following conditions:

1. Headquarters or independent branches of domestic and foreign large sized enterprise group;

2. The enterprises dealing in the research, developing and production of high-tech products;

3. Companies dealing in modern information consultancy service industry, such as law firm, accountant firm, investment company, etc.

II. Preferential Policies

1. For enterprises leasing the office room in key technology buildings in the Headquarter Zone, after approved by district Technology Bureau, will enjoy the subsidy of 30%-50% of the rent fee within 200 square meters for two years.

2. For enterprises purchasing the office room in key technology buildings in the Headquarter Zone, will enjoy the subsidy. The subsidy for the first year is 70% of its contribution and for the second and the third years is 40%.

3. For the approved high-tech enterprise can enjoy the preferential policies the same as East Lake New Technology Development Zone.

4. Giving convenience to high level management team of the headquarters and branches of companies in the zone for the education of their Children.

5. The administrative fee will cut to minimum, and administrative service fee will cut to half.

6. Giving the priority to those key technological enterprises on subsidy and loan assistance.

7. For overseas Chinese students setup a company in the zone, after verified by authority, can enjoy a subsidy of 100,000 yuan.

The enterprises in the zone can enjoy the above preferential policies only after approved by district Technology Bureau.

III. Service Methods

1. The district Administrative Service Center will provide one stop services for enterprises in commerce and tax registration and consultancy.

2. The district Technology Bureau will assist the companies with “high-tech” enterprise approval, software products authentication and other technological project and achievement evaluation and reward application.

3. The district Personnel Bureau will assist the companies with personnel records management, professional title approval and talents transfer.

4. The district Productivity Promotion Center will help the enterprises in the zone to establish the contact channel with government, financial institute, college and intermediate organizations, and provide services in technology project approval, achievement transform, project financing, investment cooperation, qualification approval, evaluation and audit, retrieval, patent, etc. To organize the enterprises in the park to attend various exchange and exhibition activities, lecture and training activities, and then help the enterprises to solve the problems.

After the enterprises in the zone enjoyed the preferential policies, the street government will only get the normal dividend from finance.
