I Plan scope:
Company Headquarter Zone in Wuchang is mainly located in ‘One-River Two-Lake(Yangtze River, East Lake and Sha Lake) ’area.It occupies approximately 21 square kilometers ranging from Donghu Road on the east to Linjiang Road on the west, Wuluo Road on the south to Xudong Road on the north. It constitutes of the core area and key expansion area.
Scope of the core area: Taking Hongshan Square as the center,Zhongnan Road and Zhongbei Road as the axis,Zhongshanbei Road in plan as support,it stretches 200 meters to the east along Zhongnan Road and Zhongbei Road, and reaches Sha Lake on the west. The total area is 3 square kilometers.
Scope of the key expansion area: It occupies 3.5 square kilometers from Sha Lake on the east to Yangtze River on the west, Zhongshan Road on the south to the cross river tunnel in plan on the north.
II Develop Objectives
We would like to take 10 years to build Company Headquarter Zone in Wuchang to become a gathering place of international and domestic company headquarters in Central China, a core area of economy and intellectual resources,a ‘city inside city ’for living and travel.We will highlight the theme of ‘Company Headquarter’ to expand the development space by the adjustment of regional function structures.
Economic Development:
We aim to establish modern economic structure characterized by highly developed service industry. To be specific, we will build it to be a provincial financial center with efficient investment environment and develop spaces, a regional business center with well known enterprises and rich business forms, a technology and information center with advanced technology and research & development level and rich resources of intellectuals and information, and a regional tourist and entertainment center with harmonious views and completed facilities.
Urban Development:
We focus on sustainable development and effective utilization of urban resources ,and pay attention to environment protection as well as environment building, historical environment as well as natural environment, to complete city’s function. To be specific , we will complete the smooth and efficient urban road transportation system embodied by ‘two circle four horizontal five vertical’ roads (two cirle: Huan Hongshan Square Road,Huan Sha Lake Road;four horizontal :Wuluo Road,Minzhu Road,Zhongshanbei Road, Xudong Road; five vertical: Linjiang Road, Hepeng Road,Youyi Road,ZhongnanZhongbei Road and Donghu Road ).Besides , we will implement constructions on the urban infrastructure and ecological environment with residential buildings and ecological environment as key points, to build the comfortable and elegant living center.
Social Development:
We focus on development of social culture and company culture in this area. By building a series of facilities on culture demonstration, sports&body building,entertainment &leisure, education and training in the needs of people, we would like to create a harmonious living environment , a social atmosphere of excellent ‘study,traval, shopping,living’ experience in Wuchang,and excellent business opportunities in Wuchang. They will fully present the charm and rally power of Wuchang and foster urban culture center with distinguish features.
III Function Definitions
1) Industry Development function
The focus lays in four core industries namely finance&commercial, information agent,Hi-tech and education&culture, as well as four supporting industries namely restaurant,tourism&leisure,real estate and exhibition.
2) Functions
According to the ‘overall urban plan of Wuhan’ and the objective demand of economic development, five functions as follows are highlighted.
(1)Core function for economic growth
To build company headquarter zone as the core zone for economic growth under the guideline of the overall plan
(2)Radiation function of Commerce &Finance
To complete regional financial organizations and attract overseas and domestic well-known commercial companies , representing regional radiation power of materials and cash flows.
(3)Gathering and distribution functions for information and intellectual resources
To build the exchange platform for rich information and intellectual resources which we boast, in order to show the gathering and distribution of information and intellectual resources flow.
(4)Exhibition function of the cultural sight
To build regional images of city scenic spot characterized by modern building groups and ecological environment on the bank of the river and lakes and highlight the companies’ culture, style and charm through varies exhibition platforms.
(5) Service functions for living and entertainment
To build urban living communities with refined taste, high efficiency by constructions of the infrastructure, ecological environment, entertainment places for residents and city scenic spots in the ‘one-rive two-lakes’ area.
4 Functional sections
According to the ‘overall urban plan of Wuhan, Company Headquarter Zone is divided into ‘two zones and five sections’,fostering functional sections with respective features that support each other.
Two zones:
The Core zone embodies core functions of finance&commerce, information agent, hi-tech, education&culture.
Key expansion zone embodies integrated functions of office, living, commerce, tourism, entertainment and leisure.
Five sections will be formed in the above two zones.
Zhongnan Road section. Along Zhongnan Road to attract banks, security companies and insurance companies fostering financial center.
Zhongbei Road section.Along Zhongbei Road to build top grade office buildings and attract company headquarters, research institutions, sales organizations, fostering business center.
Hongshan Square section. Around Hongshan Square,to build top class entertainment facilities and attract consulting organizations of technology,education,information and ect., fostering science&technology education, information center and entertainment&leisure center.
Zhongshanbei Road section. Around Hubei provincial TVstation, to build cultural facilities of exhibition, training, cinema and ect., fostering culture center.
Jiyuqiao section. On the side of Yangtze River and Sha Lake, to build top class office buildings ,residential communities and complete supporting facilities on commerce ,tourism, entertainment and leisure, fostering a comprehensive service center integrating commerce, tourism and offices.
