I Park overview

Baishazhou Urban Industrial Park is one of the four municipal urban industrial parks in Wuhan central city zone, namely Hanzheng Road Urban Industrial Park,JianganDijiao Urban Industrial Park, Hanyang Zhoutou Urban Industrial Park,Wuchang Baishazhou Urban Industrial Bank. It is another crucial measurement of reviving manufacture industry in Wuhan , an important chance for Wuchang’s development and an precious opportunity for Industrial revival in Baishazhou area. The planned scope of Baishazhou Urban Industrial Park is that from 107 state highway (Wuxian Road) on the east to Wujindi Road on the west,from Baisha 2nd Road at south to Jiangtai Road at north. The park occupies 407.42ha.

Baishazhou Urban Industrial Park is situated at Baishazhou group which orients at steel further processing and mechanic&electronic industry. The transportation is convenient with 107 state highway and Wuxian Road through north and south, Batan Road and Jiangguo Road through east and west. It owns four10000tons-level special docks along Yangtze River and 10 sideways more than 22 miles running through it.  It is on the 2nd beltway and only 2 miles away from No.1 Yangtze River Bridge,Baishazhou Yangtze River Bridge,Wuchang Railway Station,Wuchang Long-haul Bus Station.A convenient transportation system and unique infrastructure are fostered to meet the demands of development of modern manufacture industry.

There are sufficient supporting facilities on living and education. The park overall plan has made full use of supporting facilities in the neighborhood. In the Daokouhu area on the river bank,median and top grade residential communities occupying 146.67 ha. are being constructed; On the skirt area of the park, 3 complete middle schools, 2 primary schools and a hospital have been completed. The above supporting facilities could basically meet the demands of living and education there.

Baishazhou Urban Industrial Park are planned to be divided into four areas:

1) Steel further processing logistic industrial park. The planned area is 94.09ha.the predicted total investment is 483.86millioin RMB. The annual steel throughput will reach 2million tons and the sales will reach 2.25billion RMB.

2) Mechanic&Electronic industrial park. The planned area is50.11ha.The predicted production capacity will realize annual sales revenue of 1billion RMB.

3) Grain&Oil&Food and Biological products industrial park. The planned area is32.42ha..It will introduce and develop serial products on health care food, drink, seasoning and ect, to reach annual sales revenue of 1.5billion RMB.

4) New Architecture material industrial park. The planned area is 226.3ha.

II Preferential Policies:

A Encourage investing on manufacture projects 

1 For the manufacture projects which are approved by coordinating office of Wuhan modern manufacture base with investment totaling above 50million RMB (including 50million RMB):

(1) In spite of fees of land requisition and that of pooling of land as shares, municipal public facilities charge will be half levied.

(2) If they purchase land, 50% of the purchasing charge will be returned by district revenue bureau; after they get land use right, land leasing fee will not be charged.

(3) If they rent land, the land rent will be returned by district revenue bureau in the first two years, 50% of the land rent will be returned by district revenue bureau from the third year to the fifth year.

2 For the manufacture enterprises which rent land settling in this park with investment under 50million RMB, low rent policy will be implemented:

(1) For the enterprises which rent factory buildings in the storing zone identified by the municipal land storing center, the monthly rent for both production and storage will be charged 6-8 RMB/.

(2) For enterprises which rent factory buildings out of the storing zone identified by the municipal land storing center and the newly settled enterprises with annual tax of 10million RMB and above, in the first year, the district revenue bureau will subsidize 5 RMB/ monthly for the factory building rents; in the second and third year 50% of the factory building rents will be subsidized.

B For the listed manufacture enterprises, land purchasing fee can be paid by installment. Listed manufacture enterprises which obtain land use right by purchasing, could dividedly pay their land purchasing fees with in 3 years under the proof the municipal government.

C Simplify the approval procedure of land use in manufacture projects

1 Land transferring projects which do not change the land usage, could be taken directly under the land use right transfer registration procedure.

2 For manufacture land use projects which pay the land purchasing fee in full payment, the municipal government will authorize the municipal land resource manage departments to sign contract with the user offering land directly.

3 Manufacture projects in every industrial zone could be taken under approval procedure of planning & location and construction land use, according to the land size and layout requirements confirmed by urban planning.

4 For land used by manufacture projects in confirmation with urban planning, ‘Green channel’ policy in land use approval should be adopted. Every land use approval program with full beforehand approval procedure will be completed within 5 working days.

D Encourage manufacture enterprises to restructure merge and acquisition

1 restructuring merge and acquisition projects which will not change the industry usage, should get strong support from the municipal Finance BureauReal Estate Bureau Administration Bureau for Industry and Commerce State Assets Administration Bureau ,ect.

2 If the former employees could be well-settled by the merging enterprises, the land supply can be remained, which indicates that the merging enterprises could apply for and obtain abiding by law the land use right enjoyed by the former enterprises before merge and acquisition.

3 For the newly built, renovated and expended manufacture projects which abide by the space layout planning requirements in manufacture industry, every merging party could apply for Compensated Use of State-Owned Land which is allocated to the former enterprises by the government. Financial Bureau will return 50% or above land purchasing fee to the enterprises.
